The Commissioner shall have the following general powers to carry out the purposes of this article: 1. To employ required personnel. 2. To enter into all contracts and agreements necessary or incidental to the performance of the Department's duties and the execution of its powers under this article, including, but not limited to, contracts with the United States, other states, and agencies and governmental subdivisions of the Commonwealth. 3. To accept grants from the United States government and its agencies and instrumentalities and any other source. To these ends, the Department shall have the power to comply with conditions and execute agreements necessary, convenient or desirable. 4. To do all acts necessary or convenient to carry out the purposes of this article. 1984, c. 778, § 46.1-40.3; 1989, c. 727.
