Any person aggrieved by any action of the Commissioner of Highways in refusing to grant or in revoking a permit under § 33.2-1209 or 33.2-1209 may appeal from the decision of the Commissioner of Highways in accordance with the provisions of the Administrative Process Act (§ 33.2-1209 et seq.).
